Dear Ms. Schreier:

Thank you for your answer to my letter of March 12 this year. For your convenience, I have enclosed a copy of that letter, along with your reply to it.

I understand that I am responsible for completing my income tax return in compliance with the Internal Revenue Code and for reporting all income received by me during the calendar year.

I want to know whether I am in compliance. I can't tell whether I am in compliance or not until I can find the statute which tells me whether I have to complete and file a return. Would you please refer me to that statute?

I asked three accountants to provide me with the statute which requires me to file a tax return. None could show it to me, although each offered to prepare a tax return for me in return for money.

I have asked various people at the IRS this question on numerous occasions. Each has said that the IRS will not answer my question.

Now that I have clarified what I am looking for, I'm sure you can give me the code number, section number, etc., which pertain(s) to my question. By the way, you may review my experiences with the IRS regarding this matter at <http://www.nakedgov.com>.

Very truly yours,

R J Newland

Ms. Schreier has not responded as of 12/30/98. I wrote a letter to Assistant U.S. Attorney Ted McBride, a man with whom I am personally acquainted, and who once told me that the attorneys in the U.S. Attorney's office had "a lot more principles than Hitler's henchmen".
