Newland note: After having my letter returned unopened from the IRS, I handed the following letter to an aide for Senator Daschle. The senator was in Rapid City for Veteran's Day festivities.
The next morning (purely coincidentally, I think, since I'm sure Senator Daschle did not call the IRS on Veteran's Day) I got a call from someone claiming to be with the IRS in St. Paul. "Send it back," the voice said. "Send the letter back. We made a mistake." The voice then explained that "I'm only in the mail room. I don't know what's going on. They just told me to call you and tell you to send the letter back." All of which seems very strange to me.
In any case, Senator Daschle did write the IRS. The IRS reply to Daschle is linked at the bottom of this page.

There appears to be a fraud of some magnitude or another being perpetrated here. I'd appreciate it if you could point me to someone who can answer my questions.
Very truly yours,
